The ELVD Event Planning Committee is trying to help Santa out this year with your letters to him because he is extremely busy this time of year. He would love to hear from the children in our community. What? A Santa sighting?
Santa with his helpers are going to be traveling throughout the district roads in a pickup truck to spread some Christmas cheer and candy to all the good little boys and girls. Santa will start his travel on December 12th at 1 P.M. So be on the lookout. Listen for his “Ho Ho Ho!” music, Christmas lights, and the jingle of his bells. Give Santa a wave if you see him and wish him and his helpers a Merry Christmas. The culvert near Gould pond road had a sinkhole form above it and material has washed away from the culvert walls. Materials are being obtained to make the necessary repairs. Please plan to use alternate route possibly through next week.

A Friendly Reminder:
Winter Parking Restrictions: Pursuant to RSA 231:24, winter parking rules shall apply from November 15th through April 1st annually, unless otherwise provided by the Board of Commissioners for good cause. During this period, there shall not be any parking on district roadways at any time. Short term temporary parking (i.e. unloading passengers, packages, etc), may be permitted provided the vehicle uses flashers.

The Board would like to acknowledge a missed opportunity to share with residents about a potential water shutoff today on Ellenbrook road. The leak was reported this morning after many of the Board members were already at their primary place of work. Initial communications were sent out to the water system operators to investigate the report of the leak and then to evaluate if repairs would be needed. It was not until AFTER 12:00 pm that the leak was confirmed and that the water operators would make efforts to repair it today. Our normal process of communicating leak repairs in advance of the repairs was not able to be followed due to the timing of the leak repair and repair efforts along with Board members in a position to drop their normal work requirements and send out a notice of pending repairs.
Under normal circumstances the Board has made improvements in notifying residents as well as marking the roadway indicating repairs. We will continue to strive at sharing notices with residents in advance when possible. This may not always be possible.
As of the time of this notice 4PM, the water is now back on Ellenbrook road after repairs have been completed.

The Emerald Lake Village District is holding a memorial ceremony and bridge dedication in honor of Skippy’s many years of service to the community.
This will be held Saturday, October 9th at 11 am at the Red Fox crossing bridge.

Fencing construction will begin the week of October 4th 2021 at the Meeting House treatment center location as well as the Eastman well site. This work is a part of the Source Water Protection Grant that has been issued and is at no cost to the district. Work will be taking place beginning between 7:30 and 8:00 am.

Installation of Zone Meter Pits has concluded and readings are active and live, linked to the cloud for monitoring. New Hampshire Department of Environmental Services has been notified of this update.
Article 02, to replace water mains on streets, passed at the Annual Meeting (4/17/21). To see if the Village District will vote to raise and appropriate the sum of $1,260,000 for the purpose of replacing water mains on streets, with $315,000 (25%) to come from a Drinking Water Groundwater Trust Fund grant, and to authorize the issuance of not more than $945,000 of bonds or notes in accordance with the provisions of the Municipal Finance Act (RSA 33); Further to authorize the municipal officials to issue and negotiate such bonds or notes and to determine the rate of interest thereon.
- Replace as much water main infrastructure as possible based on engineering and
contractor input and funds.
- Gather a plan in place for water main infrastructure/roads not able to be replaced within this
project limit, which is favorable for any upcoming grant opportunities.
- Within project limits, replace existing 2” plastic pipe & nylon fittings water main installed in
1966 that show extensive break history with a shallow installation and inadequate bedding
with all-new 4” PVC pipe which will reduce leakage, cost for repairs and reduce stress on our
wells.
- Gather necessary information for grant & loan applications.
- Reviewed and selected Roads for Environmental Review: Autumn Rd (2,825 ft), Birch Tree
Lane (675 ft), Bobolink Lane (925 ft), Deerpoint Dr (1,800 ft), Ellenbrook Rd (2,000 ft),
Moccasin Trail (1,770 ft), Old Lantern Rd (1,200 ft), Racoon Alley (1,375 ft), Skyview Lane
(900 ft), Turtle Bridge Crossing (875 ft), Winter Rd (3,235 ft).
- Submitted New Hampshire Drinking Water & Groundwater Trust Fund (DWGTF).
- Submitted State Revolving Fund (DWSRF) Loan agreement.
- Aquamen to provide assistance with utility mark outs and design reviews for survey work to start
- Wright Pierce hired a registered New Hampshire Land Surveyor for Environmental Review.
- Topographical and Utility surveys will aid in contract documents in the form of drawings and
specifications. Once all necessary project data and field review is completed, the project will
go out to bid.
- The environmental review for the Drinking water State Revolving fund completed.
- Drinking Water State Revolving Fund loan and Drinking Water Grant Trust Fund was
approved at Governer council.
- Several areas identified during survey are in close proximity to septic fields, service line
relocation is recommended.
- Wright Pierce is working on design drawings for areas identified, draft drawings will be given
to Board of Commissioners for review.
- New Hampshire Department of Environmental Services typically requires a 4-week bid
period with projects funded through their programs.
- Wright Pierce met with Aquaman on site for data review.
- Next steps include: working on Construction contract documents that comply with state and
federal requirements.
- Wright Pierce will assist in the bidding process and advertisement of bids. Bids will be
reviewed for qualifications and compliance with requirements.
- Complete water main replacement construction.
At this time, Pilot Testing efforts continue as well as design treatment exploration options.
Completed Actions:
- Sand & Gravel Exploration for Well Site - After extensive research and data, with the
help of our engineering company (Wright-Pierce) Eastman Park was the best viable
option for a well. An added bonus which saved funds is, we already owned the land.
- Gravel Packed Well drilled at Eastman Beach.
- Preliminary Well Application for Large Community Wells sent to NHDES & approved.
5-Day Pump Test completed and report completed.
- Final Approval submission to NHDES
Continuing Actions:
- Awaiting review from NHDES on Final Approval (up to 45 day review time).
- Pilot Testing by Aquamen Water Solutions (ongoing).
- Treatment Design by Aquamen Water Solutions has begun.
Upcoming Actions:
- Purchase Propane Fired Generator for Eastman Well (depending on Treatment design
we have the option and decision to shut off Mary Rowe well, in which we could re-use
the current Mary Rowe Generator, eliminating the cost to purchase one).
- Treatment Plan to be submitted to NHDES.
- Determine the Best Piping Route that is also cost effective, potentially aligning with
any upcoming projects.
Aquamen has modified their 8.5’X18’ enclosed trailer to set up the pilot system and installed treatment tanks, heat system etc. needed to complete the pilot testing on site (Eastman Beach). The pilot system consists of 5 filter banks for multiple configurations and multiple chemical feed systems for various chemical injections for treatment
Well Piloting Components Include:
- Creating a baseline of the effectiveness of treatment, with multiple samples of
water to assess effectiveness and sent to Lab for analysis
- Jar testing with various polymers and coagulants
- Pilot testing various treatment processes with filtration aids identified and multi
configurations of filtration media, filter sand and anthracite among them.
- Target for a scaled treatable flow rate of 5 GPM.
- Assessing operational capacities of the various configurations we will run to aid
in determining viability of a given process.
- pH adjusted pilot trial ongoing
- Field and lab analysis of the process water of each treatment configuration.

Recently the District’s Board of Commissioners entered into an agreement with Bow Smith of Greenfield, NH as our new Road Agent. He will begin his work for the District on 10/4/21 with the road grading preparation for the Winter months and follow with various culvert work.
It is important that residents do not park on any District roadways or the right of ways the same roads moving forward so that road work can be completed and is effective. Blocking of the roads is not permitted per District rules. If vehicles are found to be blocking the road work, a potential to tow your vehicle could occur.
We look forward to working with Bow over the coming year and seeking to ensure the roads are maintained to the desired standard.
The Board recognizes there is a short window of time for us to complete the volume of activities we would like completed before winter sets in. The Board would request that residents minimize their desire to stop and share their thoughts and concerns with the Road Agent while any member of his team is working on the Districts projects. Any interruptions like this, as we experienced in the past, has the potential to prevent the Road Agent from completing the necessary work on schedule.
If residents have any concerns, please bring them to the Board so that an effort can be made to address them.

This notice is being shared for all ELVD residents so that preparations can be made for the
Annual Lake Drawdown in preparation for the winter months. We will commence lowering the lake level during the week of 9/20/21. During this week the ELVD Beach rafts will be pulled from the lake. The drawdown will be completed during the week of 10/11/21.
Any boat or dock needs should be addressed before or during this period before the lake is at its final winter level.

Dear Residents,
As of now, Blue Bull Industries is no longer performing work as road agent for Emerald Lake Village District. The Board of Commissioners are currently working through finding a responsible replacement starting with putting the Year-Round Road Maintenance back out to bid this week.
In the meantime, Gary Edwards (son of “Skippy”), or one of his employees, will be helping the district this month to maintain our roads. Please show them respect as they help to repair our roads.
Road Work will commence Friday, 7/23 and continue through Saturday, 7/24. Please keep roads clear of vehicles, trash barrels/dumpsters and anything else that could block or hinder their ability to work on roadways and sides.
- Roads Identified as Top Priority: Emerald Dr., Hemlock, Hummingbird, Red Fox Crossing, Spring St., Turtle Bridge Crossing.
- High Priority Roads: Autumn, Bobolink Ln., Boulder Pass, Dawn St., Ellen Brook Rd., Firefly Ln., Midnight Walk, Moccasin, Old Lantern Rd., Pine Glen Rd., Racoon Alley, Rainbow’s End, Seminole Rd., Sunrise.

Water is being trucked in to meet basic water demand for residents, to replenish our water tank.
How Much Does Trucking In Water Cost?
In 2020, we spent $152,847.44 in fees to truck in water, with a total of 2,070,000 gallons trucked in.
In 2021, we have spent $15,864.52 in fees to truck in water, with a total of 102,000 gallons trucked in so far.
Will There Be More Water Deliveries?
Yes, we have water deliveries scheduled out each Thursday from here for the summer on standby, to use as needed. Last summer we got to the point of needing 2 deliveries a week. On a typical usage day we see the tank drop roughly ½ a foot. Now, on weekends and high temp days we are seeing a 1-2 foot drop. Summer usage continues to be a challenge.
What Can Residents Do?
It is vital we all abide by the outdoor water ban (find complete water rules and regulations on our website at www.elvdnh.com). We cannot sustain if residents are watering flowers, filling pools, washing their cars or homes etc. Conserve water as much as possible. Rain Barrels are encouraged. In the winter, preventing frozen pipes which can cause them to burst is essential. Please continue to report any leaks when you see them (info@elvdnh.com).
What Is Being Done To Correct This Situation?
Ongoing Leak detection and prompt leak repairs. Replacing water main lines with the road replacement project with a 25% matching grant, a preliminary timeline for this project is on our website. Efforts for completing the Eastman Well continue.

Fix running toilets to eliminate hundreds of gallons a day of wasted water.
To test your toilet for a leak:
- place 15 drops of food coloring in the water tank of the toilet and wait 15 minutes to see if the color appears in the toilet bowl.
- If the color appears in the bowl, a common cause is the toilet flapper, which can be replaced with little effort or cost.
Toilets older than 1994 may use anywhere from 3.5 gallons per flush (gpf) to 7 gpf. Replace older toilets with WaterSense certified toilets (1.28 gpf) to save hundreds of gallons a week.
*WaterSense certified showerheads, toilets, and sink aerators have been tested for performance and are guaranteed to use 20% less water than today’s standard products. Look for the WaterSense label on the packaging at your local home improvement retailer or in the product information online. We are seeking any resident wishing to volunteer any amount of their time or energy in assisting with an initial cleanup effort with some downed trees at the edge of Burnum Park.
Commissioner Taber is seeking to coordinate with anyone that can spare some time with this clean up effort. Suggested tools that might be necessary for this effort.
Chainsaw, trimmer/ clippers, gloves, rakes, pickup truck or empty trailer for hauling away material to landfill.
Those assisting wishing to use any volume of the dead tree material for personal firewood would be acceptable as well.
Just show up in support if you have any time available. Parking on the Emerald Drive side of the Bridge project worksite will work best for anyone able to assist.

The Board continues to work on this project during its final stages towards completion. Here is the latest update that we have seen completed since the Annual meeting update.
• New Culvert has been installed.
• Work site metal sheeting used for diverting Sand Brook flow and holding back the lake water has been removed.
• Roadway gravel material and back filling of culvert has been completed.
• Embankments have been supported by boulders and Rip Rap material for erosion control and support.
Items that remain to be completed.
• Final grade development of roadway to be performed.
• Installation of guardrail system to be completed- latest update indicates plan is to perform this by 5/21.
• Placement of loam and seed on the slopes to be performed.
• Restore eroded material at lakes edge of project.
• Complete site cleanup of project materials and equipment.
• Restoration of electrical / cable services across project site.

JOB DESCRIPTION:
The District File Clerk will be responsible for general office activities including record keeping. Hours are flexible and to be determined.
KNOWLEDGE, SKILLS AND RESPONSIBILITIES:
The responsibilities assigned to this position include,but are not limited to, the following:
● Serve as file clerk for Emerald Lake Village District Board of Commissioners, located in
Hillsborough, NH.
● Assist in maintaining or maintain any necessary documents and/or records.
● Search current and past records to provide requested information made by residents, or inquiring
Board of Commissioners.
● Answer and log any incoming phone calls and messages.
● Retrieve District mail from our P.O. Box at the Hillsborough Post Office.
● Perform any necessary general office duties and other related duties as required.
● To keep the Commissioners fully advised as to the needs of the district within the scope of his/her
duties.
● Knowledge of municipal office procedures and terminology, clerical skills, organizational skills,
knowledge of office equipment (computers, printers etc.) is preferred.
● Ability to maintain a good working relationship and work alongside a Board of Commissioners.

- Sand & Gravel Exploration for Well Site - After extensive research and data, with the help of our
engineering company (Wright-Pierce) Eastman Park was the best viable option for a well. An added
bonus which saved funds is, we already owned the land.
- Gravel Packed Well drilled at Eastman Beach.
- Preliminary Well Application for Large Community Wells sent to NHDES & approved.
- 5-Day Pump Test completed and report completed.
- Final Approval submission to NHDES (Completed 4/1).
Continuing Actions:
- Awaiting review from NHDES on Final Approval (up to 45 day review time).
- Pilot Testing by Aquamen Water Solutions (ongoing). Preliminary lab data has shown
promising results through greensand and GAC for good water quality results. This form
of treatment should be able to be readily implemented at our current Meetinghouse well
building. Water samples are being sent to a lab daily during operations.
- Determining an estimate (through Pilot testing) of the need of frequency at which the
GAC will need to be replaced to effectively remove TOC.
- Treatment Design by Aquamen Water Solutions has begun.
Upcoming Actions:
- Purchase Propane Fired Generator for Eastman Well (depending on Treatment design
we have the option and decision to shut off Mary Rowe well, in which we could re-use
the current Mary Rowe Generator, eliminating the cost to purchase one).
- Treatment Plan to be submitted to NHDES.
- Determine the Best Piping Route that is also cost effective, potentially aligning with
any upcoming projects.
As a reminder, once Eastman Well is online parking will be prohibited at Eastman Park. The Board of Commissioners is currently looking into alternative options.

Due to a high population of stray cats in the area of Ravenshead lane, Pope Memorial SPCA has been notified. They are going to be working on trapping the cats in order to provide them with veterinary attention and with hopes of securing them homes. The trapping will be taking place Wednesday April 28th-30th and it is strongly encouraged that you keep your outdoor cats inside during this time to avoid accidental trapping.
We are aware that there are a number of missing cats in the district. Pope memorial will be providing us with images of all cats that are trapped in order to help reconnect them with their owners if they are picked up. If you have a cat that is missing please send a photo to info@elvdnh.com in order to help us with the identification process. Once we have received the photos from Pope Memorial SPCA the cats will be held for 24 hours to allow for any reconnection.

Bridge project work is commencing.
Here is the latest update that we have.
• Accura construction is on site 1/18/21 placing perimeter fencing, no further pedestrian travel across the area will be permitted until the project allows the roadway to be open for use.
• Silt fencing will be installed for erosion control.
• Cofferdam will be built on inlet side of roadway to allow for work area to be dried out.
• Pumps will be placed on site for water diversion to the lake.
• Current timeline is to have Bridge usable for full use around Mid-March
• Final Completion of Bridge replacement and validation of soil erosion prevention for the April/ May timeframe

As we move into the winter months and cooler temperatures, make sure to keep an eye on your water pipes and plumbing. Frozen pipes that break or burst can cause expensive water damage. The Board continues to work on this project in the effort to be able to commence much of our plan through the balance of 2020. Here is the latest update.
- Financing has been made available for project work to begin.
- Multiple leaks since June 25 requiring shutting down segments of system to make the repairs as they are discovered.
- In addition to the leaks the district has seen a reduction in production from 2 more wells, as a result the District is trucking in water weekly to prevent running out of water.
- The Board continues to work with the new Water System Operators in developing an activity plan and to prioritize those activities that need to occur this calendar year.
- Some of those activities include: Well transducer installations, future exploration of well sites for potential well placement, Installation of at least 2 Zone Meters, repair/
replacement of up to 3 other meters within the system. Change out of Treatment media and disposal of waste media are on the list.
- Test wells have been completed installed with promising output volumes from the Eastman Beach property.
- Engineers will be meeting w/ NHDES to understand the next steps in permitting for a well.
As new updates occur, we will make efforts to maintain communication flowing to residents.

Since June 25, 2020 Emerald Lake Village District has TRUCKED IN 324,000 gallons of water at the cost of $21,690.00 for the trcking and some labor and an estimated cost of $3,354.00 for the water. TOTAL COST = $25,044.00

Attention Residents! The Districts water tank is now at 10 feet for its level of water reserves. You may experience lower than normal water pressure for a period. The District Water System Operators have arranged for external water deliveries to begin on June 22, 2020 (trucking in of water).
Please conserve water where possible. Please report to the Commissioners any knowledge of any residents violating the Water Ban so that those issue may be addressed. This is a serious concern and will begin costing the residents a considerable amount of money to truck in water.

To date, since our last communication the following has been completed
• Review of Submitted Bids and selection for project – Accura Construction is desired Contractor
• Board will be reaching out to Contractor week of June 22, 2020 to sign a letter in intent to offer the contract to Accura Construction out of New Ipswhich, NH
• The Board needs to complete a special meeting to clear procedural defects from the Annual meeting for Bond Counsel to fully sign off on the Bond requests.
• There is a Public hearing that will take place on June 27, 2020 that will talk to the need for the special meeting. The meeting will take place at the District office as well as online.
• Once this has been completed the Board will complete the financing requirements with the selected Lending agency.
• The Board hopes to have financing in place by the end of July.
• The Board needs to meet with the Contractor and adjust any construction dates to support construction timelines that will be needed.

The Emerald Lake Village District held its 2020 Annual Meeting on Saturday and Sunday, June 6-7, 2020. Because of the COVID-19 pandemic, things were a little different this year. Elections were held as usual from 10 to noon Saturday. However, they were drive-through elections this year! The process was smooth and there were 47 votes cast. Elected were: Brett Taber, Commissioner – 3 years with 43 votes; Sara Auger, Commissioner – 2 years with 41 votes; Mark Martin, Commissioner – 1 year with 27 votes; Shawna Kilcoyne, Treasurer – 1 year with 45 votes, and Richard Rose, District Clerk – 1 year with 45 votes. There were eight write-ins for the 2-year term of Moderator with Mark Rodier getting the most votes with eight. It is not known at this time if Mark will accept the position.
The virtual Annual Meeting began at 12:30. Approximately 35 people “attended.” The number fluctuated as people came and went. The meeting recessed late in the day and the Warrant Articles ballot was prepared. Only one warrant article was amended – Article 3 pertaining to the bond for the replacement of the Red Fox Crossing culvert was amended to read “…for the purposes of a project to replace the Red Fox Crossing culvert and bridge,…” No dollar amounts were changed in any of the articles.
Sunday afternoon, 57 people came back to participate in another drive-through vote, this time on the warrant articles. At the end of the day all the warrant articles passed.
The Board of Commissioners will now get busy moving forward with the process of getting the replacement of the Red Fox Crossing culvert underway as well as some water repairs and the search for a new water source.
The District officials would like to thank all who worked so hard to make this event occur as seamlessly as it did: Jon Daley, Asst. Moderator; Joyce Bosse and Sharon Wilkens, Supervisors of the Checklist; Mark Rodier, Moderator; members of the Board; Clerk Richard Rose; and anyone else whose name we may have missed. The residents of the District also deserve to be congratulated for turning out in the numbers they did and participating in the process.

To the Residents of ELVD,
Please see below additional changes that have impacted ELVD operations due to the recent changes relative the COVID-19 concerns in what the Government has advised for managing the reduction of social gatherings.
After receiving information from our District Counsel, the Governor’s office, and the AG’s office with suggestions on how to proceed, as Chairman of the ELVD Board of Commissioners, I too declare an emergency around this situation related to COVID-19. Based on this, the Board has chosen to cancel the planned Budget review meeting (originally planned for 3/23/20) as well as the Planned Bond hearing (originally planned for 3/27/20) for now due to the potential for a larger than normal attendance of residents than with normal monthly meetings. Future dates for these meetings will be shared with residents as they are developed.
In an effort to keep things moving for these future requirements, the Board will be holding video & Audio online / as well as physical public meetings. This will happen using an online video tool known as GO TO meeting.
The next Monthly Commissioner meeting will take place on Wednesday 3/25/20 @6:30 PM. For those wishing to use the online tool, please follow the information below to log onto this system if they wish to use this to listen to the meetings. For other residents still wishing to attend a meeting in person, the office will be open to support that and we will do our best to support distance between anyone present.

Residents on the above-named streets have reported cloudy and aerated water. This is quite likely a result of having to shut off the line on Melody Lane on Monday to repair a leak. According to WSO+, it can take several days for the water to clear and the lines to come back to pressure after a shut-down.
There is currently a leak at 15 Autumn Road. There could be intermittent water shut-offs until the leak is repaired. Thank you for your patience..
Please Note: Please note: It is important that all leaks be reported as soon as they are spotted. Please call a Commissioner, the Administrator or WSO+ as soon as you see something that could be a leak. If you see a wet spot in the road, near the side of the road or in someone’s yard, that looks like odd, stop and look at it. Water leaks typically manifest as a little bubbling area coming out of the ground.
Our system is fragile and old. Water is expensive and not something we can afford to waste by ignoring leaks. As the saying goes, “If you see something, say something!”

To all ELVD residents,
With winter drawing near, it is time to begin drawing down the lake. This draw-down ensures water levels are low enough to minimize ice damage due to movement and allows for spring thaws and rains. The draw down process beginning the first week of October 2019 and should be completed by the end of October 2019.
Any residents that live on the water frontage of the lake, please plan accordingly to prepare your property, docks, boats, etc. from the level of the lake being lowered during this period.

The Board of Commissioners wanted to share the most recent update on its water system issues with the residents.
We have had multiple leaks over the last three weeks (an estimated repair cost of $2,400) and WSO still believes there are additional leaks on the back side of the lake still not yet found or repaired. We have had two well pump failures over this same time period (Well #7 and Mary Rowe) (estimated cost of pump replacements of $12,000). Mary Rowe is still down pending its pump replacement. Through this period we have had to truck in water two times prior to today (estimated combined cost of $12,000). We continue to lose ground on the water levels in the tank based on current usage, leaks, and Mary Rowe well still down. , Based on this the District will again need to truck in additional water. This will occur on 9/3. The estimated cost will be another $6,000.
Additional efforts will be occurring toward leak detection efforts. Please continue to honor the OUTSIDE WATER BAN. Please remind your neighbors if you see someone using water for outside uses.

Due to recent malfunctions with multiple wells with in our system, the water levels of our tank have dropped to levels requiring the district to truck in water in order to meet the needs of our residents. This week alone the expense of trucking in water exceeded $6000 with more water needing to be trucked in on Monday 08/26 at, or about, the same expense to the district. The water in question was purchased from the town of Hillsborough and was reported to the Department of Environmental Services (DES) with all of the water testing requirements to ensure the water meets DES drinking water standards.
The Board of commissioners held an emergency meeting on Tuesday 08/20 to approve the expense of replacing one of the well pumps. In addition, the BOC granted authority to the District Administrator/Board Members to authorize future replacements of critical equipment in the event of an emergency when future failures pose a potential negative financial impact to the district. It is the intent of the BOC's that faster response times when making repairs to our water system will help alleviate the additional expense of trucking in water.
We ask that all residents help us through these troubled times by conserving water where they can. In addition, our water agent (WSO) believes there may be a water leak on the back side of the lake and is having difficulty locating it. We are asking any residents that see potential evidence of a water leaks to contact WSO immediately at (603.428.3525). Residents should also be aware that while we have seen some rain events lately, there hasn't been enough rain to adequately replenish our well water supply.
Finally, the BOC's understands what an inconvenience this is to our residents. We recognize the hardships that the ELVD Community has had to endure and ask for your patience and understanding through these difficult times. We are working closely with our engineering partners at Wright Pierce and are developing long term solutions to the many challenges that face our community.

The EMERALD LAKE VILLAGE DISTRICT water system recently violated a drinking water standard. Although this is not an emergency, as our customers, you have a right to know what happened, what you should do, and what we are doing to correct this situation.
We are required to monitor your drinking water for specific contaminants on a regular basis. Test results for the sample(s) collected on JULY 18, 2019 showed an arsenic level of 0.055 mg/L. The average level of arsenic over last year was 0.023 mg/L.
This average is above the enforceable maximum contaminant level (MCL) of 0.010 mg/L.
What Does This Mean?
This is NOT an emergency. If it had been, you would have been notified immediately. However, some people who drink water containing arsenic in excess of the MCL over many years could experience skin damage or problems with their circulatory system, and may have an increased risk of getting cancer.
What should I do?
It is not necessary to use alternate water; however, if you have specific health concerns, please contact your health care professional. General health related questions may be directed to Dave Gordon of the DES Environmental Health Program at (603) 271-4608.
Steps We Are Taking: ARSENIC TREATMENT MEDIA HAS BEEN CHANGED IN THE MEETING HOUSE TREATMENT CENTER AND THE pH MONITOR HAS BEEN REPLACED.
