How would you like to save as much as $1,000,000 this year on water loans? This is money that would otherwise have to be paid back by a sizable increase in your water bill. And we know how much you just loved the last increase.
I’m not sure how many other ways we can say this: please, please, PLEASE fill out an income survey. If you need one, email info@elvdnh.com and we will personally get one delivered to you. We must meet our 75% return rate by March 11 in order to save money on this year’s pending loans. After that, we won’t be able to save this year – the savings will have to wait until next year.
And why would we leave $1,000,000 in grants and loan forgiveness on the table??? I fail to understand why folks won’t fill out the surveys. There are 3 questions on it and the one about race can be ignored, which brings it to 2 questions. It will take you less than 5 minutes to complete the survey and we supply the return envelope with a stamp.
The Board never sees the completed forms so, for those of you who are paranoid about us knowing how much money you make, don’t worry about it. And face it, if someone wants to know your income, you can find everything on the internet. And I personally just don’t know what the big deal is – unless there’s something you’re not telling the IRS?!
If we don’t achieve a 75% return, the Median Household Income (MHI) figure used will be $82,000±, which is Hillsborough’s MHI. That is substantially higher than the MHI at our current percentage of returns (65.04%): $55,000
The survey has a return date printed in it. Ignore that date. Rather than waste paper by recopying the surveys, we’re using the ones we have.

Emerald Lake Village District (ELVD) announces the opening of the Filing Period for District Offices. The following positions are open:
Commissioner (3-year term)
Commissioner (1-year term)
Moderator (2-year term)
Clerk (1-year term)
Treasurer (1-year term)
All candidates for office must be residents of and registered voters in the Emerald Lake Village District. Filing period begins Wednesday, March 9, 2022 and ends Friday, March 18, 2022. Applications may be obtained at the District Office, 147 West Main St., Suite 103, Hillsborough or by sending an email to info@elvdnh.com

Separate sealed BIDS for the construction of the 2022 Water Main Replacement project (DWGT Project NO. 62 & DWSRF Project No. 141020-02) which includes the replacement of approximately 2,050 feet and 1,200 Feet of 2-inch polyethylene water main with 2-inch HDPE water main along Ellen Brook Road and Old Lantern Road, respectively In addition, the following streets will be considered as Additive Alternates to the project; replacement of 950 feet, 1,850 feet, 1,400 feet, 900 feet, 1,000 feet, 1,150 feet, 3,150 feet, 650 feet, and 2,750 feet of 2-inch/3-inch PVC/Polyethylene water main with 2-inch HDPE piping along Bobolink Lane, Deerpoint Drive, Racoon Alley, Skyview Lane, Turtle Bridge Crossing, Moccasin Trail, Winter Road, Birch Tree Lane, and Autumn Road, respectively. The work includes the installation of water mains, fittings and appurtenances, services (to the property line), valves, flushing hydrants, temporary water, erosion controls, and traffic control. A final Additive Alternate includes the installation of a meter pit at each residence in the base bid. Bids will be received by the Emerald Lake Village District at 147 West Main Street, Suite 103, Hillsborough, NH 03244 on March 15, 2022, until 1:00 PM and then at said office publicly opened and read aloud. Bids received after that time will not be accepted.
Each General Bid shall be accompanied by a Bid Security in the amount of 5% of the Base Bid Price in the form of a certified check or a bid bond executed by a surety company authorized to do business in New Hampshire and made payable to the recipient. The successful Bidder must furnish 100% Performance and Payment Bonds.
Bidding Documents may be obtained in PDF format on-line at https://www.wright-pierce.com/projects/. Interested parties will be furnished one PDF download set of Bidding Documents at a cost of $60.00 per download. No paper sets will be distributed by the Issuing Office. The Owner reserves the right to reject an or all bids and waive any informalities or minor defects on bids received.

5 REASONS TO RETURN YOUR INCOME SURVEY
1. ELVD has the opportunity to obtain significant grant money depending on our Median Household Income (MHI) and our existing water rates. However , since we have not been able to successfully complete an Income Survey (with a 75% return rate), our MHI is unknown and we are therefore ineligible to qualify for additional grant money or loan forgiveness.
2. Once we reach the 75%, the Income Survey is on record for THREE YEARS. This will directly aid in more funds for the district to continue with much needed improvements.
3. Your income is anonymous to the board and your neighbors. We understand Income can be a sensitive subject. RCAP Solutions, an outside company, is collecting the completed Income Surveys and the Board of Commissioners does not see them at all. W e are only told the average MHI and percentage completed.
4. Grant $ + Loan Forgiveness is money we do NOT have to pay back. The Board of Commissioners has made every ef fort to put together the best funding package possible for improvements needed for water main replacements and water treatment upgrades, however the Income Survey is still the missing piece to maximize our savings. We have the potential to save up to 50% OFF improvements.
5. Your Income Survey makes a difference towards our goal. Currently, we are only approximately 50 Income Surveys short! Please consider being one of the residents to help the entire community move forward to be eligible for the additional funding.

Emerald Lake Village District in Hillsborough, New Hampshire is seeking qualification statements from interested engineering firms to conduct a stormwater assessment of the Emerald Lake Village District service area. The work is anticipated to begin as early as the summer of 2022 once funding is approved. Qualification statements must be received by ELVD Office no later than 2/25/2022.

The Commissioners of Emerald Lake Village District have been trying to collect Income Surveys from 75% of its water customers for several months. An explanation of the reason for these surveys was enclosed in the original mailing, we’ve talked about the reasons at almost every meeting for several months, an article was posted on the website and Facebook page, and it was published in “The Messenger.” And still, we haven’t been able to convince folks to return their surveys.
If we can get 55 to 60 more surveys returned, the District can save as much as $1,000,000 this year on water loans. AND the survey information is good for three years, which means the District can continue to save money on upcoming loans and we will qualify for more grants, which don’t need to be paid back. Depending on our median household income level we could receive as much as 50% loan forgiveness.
What does this mean for YOU? YOUR water bill will not increase as much; YOUR water lines will be replaced at a much lower cost, which will continue to save YOU money in future.
For those of you who are worried about the Board knowing how much money you make: DON’T. We never see the completed forms. They are mailed to a third party who compiles the information and only tells us what percentage of returns we have achieved and what our median household income (MHI) is.
