Income Survey UPDATE - 1/27/22

Budget Meeting Canceled Due To Snow

Sand Update (January 24, 2022)

A note about the sand pile & sand use for driveways:

In the past, there has been a small sand pile for residents' use on their driveways. We have run into the issue with this constantly freezing and the upkeep has become cumbersome.

Residents are welcome to use sand from the big pile (the one within the concrete blocks) for PERSONAL USE only. We respectfully ask to keep it to no more than TWO 5-Gallon Buckets at a time.

Furthermore, all Hillsboro residents are welcome to pick up sand for personal use from the Dump/Transfer Station (44 Municipal Dr).

Winter Water Woes

The cold weather is wreaking havoc on our water system. There are leaks appearing in multiple locations, some of which are sizable. A major leak was discovered at a home where the resident had used heat tapes and the pipes burst anyway, causing the tank on Patten Hill to lose multiple feet of water. Adding this leak to the numerous leaks Aquamen are currently looking for resulted in having to have water trucked in on Thursday, Jan. 20.

We don’t usually think as much about conserving water during the winter — but we should. Leaks are harder to find because the ground is frozen and, in this very cold weather, a leak may not surface until warmer days. And by then a lot of water has been lost. Aquamen have been hard at work during these frigid days looking for leaks. They know approximately where a leak is because the zone meters are telling them there is a loss occurring in the area — but not the exact location.

Many homes in the District have no basements and plumbing may not be properly insulated. You may have heat tapes or insulation, but you really should have both. If you are leaving for several days during this really cold weather, you should have your water turned off. If it isn’t off and a pipe bursts, not only will you have a mess on your hands, you’ll have a bill from the District to cover the cost of finding the leak, turning your water off, and perhaps even the cost of trucking in water to cover the loss incurred due to your leak. And your water will not be turned back on until all fines/costs are paid and Aquamen has inspected and approved your repairs.

Any leak that occurs between the curb stop, which is District property, and your home is your responsibility to repair. A shut-off in your crawl space will turn the water off inside your home, but it doesn’t turn the water off where your pipe comes out of the ground. And that is frequently where pipes break. You could have a curb stop of your own installed outside your home. This would connect to the incoming water pipe and would allow you to turn your water off before it surfaces under your home. This curb stop would be yours and you could turn your water off/on yourself. There are a few homes in the District with this setup. Your plumber can help with this project.

If you are a summer resident only, the District does not charge for water turn off at your curb stop in the Fall nor does it charge to turn in back on in the Spring. If you leave your home for the Winter season and do not turn your water off you could be liable for some stiff fines, in addition to the cost of repairs and the cost of water lost — and, as mentioned above, your water will not be turned back on until all fines/costs are paid and Aquamen has inspected and approved your repairs.

What is an Income Survey?

The point of this Income Survey is to determine the Median Household Income (MHI) for Emerald Lake Village District.

Why is an Income Survey important?

Since our MHI is unknown, we are ineligible to qualify for certain grant money and loan forgiveness. A successfully completed Income Survey means we will have access to apply for these funds and loan forgiveness which can directly lower district debt.

How long is the Income Survey?

The Income Survey is a one-page sheet consisting of 3 questions total. These questions include: number of people in household (required), Household Annual Income for 2020 (required) and race/ethnicity (optional).

It is completely confidential!

We understand income is sensitive information. Please rest assured that the Income Survey is being handled by an outside company (RCAP Solutions) and will not be seen by the Board of Commissioners.

There is a stamped return envelope inside!

In order to make this as convenient as possible, included in the letter is a stamped return envelope and labled to be returned to RCAP Solutions.

We Need A 75% Completion Rate to be Successful!

ELVD seeks a District Moderator

Emerald Lake Village District is seeking a District Moderator. Please review the duties below and send a letter of interest to info@elvdnh.com by January 22, 2022.

Moderator’s Duties

A Moderator will preside at the District’s Annual Meeting, regulate the business conducted at the meeting, decide questions of order, and make a public declaration of every vote passed. The Moderator has full control over procedures used at the meeting and maintains order throughout the meeting.

The Moderator is also in charge of the election process from start to finish. Upon completion of the ballot counting, the Moderator files a certification of election with the clerk that indicates the number of votes received by each candidate.

The Emerald Lake Village District will pay for an appointed or elected Moderator to attend a Moderator’s Training Session provided by the NH Municipal Association.

The appointed position is for one year and a stipend of $50.00 is paid.

Door to Door Income Survey Efforts Resume Week of 1/2/2022

Dear Residents,
The Board of Commissioners launched a door-to-door collection effort of the Income Surveys mid-December. Thank you to all the residents that took the time to listen to us explain the importance of this. As of late December, we have reached a 53.15% completion rate. Please look for an updated percentage next week.

The Board of Commissioners will resume the door-to-door Income Survey collection effort the week of 1/2/2022. The newest deadline we have set for ourselves to have Income Surveys returned to RCAP Solutions is 1/16/2022.

We need a 75% completion rate to be successful, to qualify for significant grant money & loan forgiveness (money we do NOT have to pay back).
