On March 28, the ELVD Board of Commissioners were notified of the NH Department of Environmental Services’ acceptance of the district’s “Income Survey”! This was very exciting news because, as many of you know, the district had been unable to reach the required 75% response. It wasn’t from lack of trying. The Board had done two mailings, written several press releases, and gone door-to-door in its efforts to reach a 75% response rate.
The final response rate was 70.87% with a Median Household Income of $55,000. Of the 270 responses, 55.39% are considered low-to-moderate income.
As a result of all this time and effort (and nagging!), the total ARPA grant money for 3 major projects went from $1,910,000 to $2,865,000! The Drinking Water Groundwater Trust Fund will be giving us 30% of the total. In addition to the increase in ARPA grant money, the district now qualifies for 15% loan forgiveness!
Bottom line: We will be able to do $4,775,000 in improvements with 74% of the money being paid for with grants and loan forgiveness. Improvements include more water main replacements, and Patten Hill Water Treatment Plant and Meetinghouse Treatment Plant improvements and upgrades. If the three bond articles being presented at Annual Meeting on Saturday, April 23 pass, the district will be able to complete water main replacements on one-third of the roads in the district, resulting in fewer leaks and less wasted water. Both Water Treatment Plants will receive much-needed upgrades and repairs and the electrical systems on Wells #7, #8, and #9 will be moved into the “new” building on Patten Hill.
These are exciting times for Emerald Lake Village District. After years of procrastination and avoidance, the water system is receiving major upgrades, putting us much closer to having a metered system with many fewer leaks. The availability of large amounts of grant money from the federal government due to COVID-19 will probably last only a few more years. We need to take advantage of it while we can!
A bond hearing will be held at the district office on Thursday, March 31, 2022 at 6:30 p.m. This will be your opportunity to learn about the three bonds proposed and ask questions. We hope you’ll be able to attend.

Emerald Lake Village District Board of Commissioners are seeking to appoint a District Moderator for our April 23rd, 2022, Annual Meeting.
We need a resident as a District Moderator, or a resident who is available to be at the Annual Meeting from start to finish to act as a figurehead for the position.

A Moderator will preside at the District’s Annual Meeting, regulate the business conducted at the meeting, decide questions of order, and make a public declaration of every vote passed. The Moderator has full control over procedures used at the meeting and maintains order throughout the meeting.
The Moderator is also in charge of the election process from start to finish. Upon completion of the ballot counting, the Moderator files a certification of election with the clerk that indicates the number of votes received by each candidate.
The appointed position is for one year and a stipend of $50.00 is paid.

Emerald Lake Village District (ELVD) will hold a Bond/Loan Hearing on Thursday, March 31, 2022 at 6:30 p.m. at the Village District office, 147 West Main Street, Hillsborough, NH. The purpose of the hearing is to discuss a pending loan from the Drinking Water State Revolving Loan Fund covering three separate projects with the combined requested sum being the amount of $4,775,000. The three separate projects are: Patten Hill Treatment Center upgrades, Meetinghouse Treatment Center upgrades, and Water System Distribution upgrades. Loan and grant details to be shared at the hearing.
