On Thursday, April 27, 2023, Representatives of our Engineering firm (Wright Pierce) and our water operators (Aquamen) will be in the district taking location readings of various water system parts and storm water system parts. They may be marking various locations and may be on the individual properties looking for these sources.

The following roads are known project areas being identified: Beaver Glen, Boulder pass, Chipmunk Lane, Dawn Street, Firefly Lane, Forest Lake Drive, Kings Row, Lake Shore Terrace, Rainbows end, and Rabbit Path.

ELVD FIREWORKS ORDINANCE

The display, use, and ignition of all classes of pyrotechnic devices (fireworks) shall be prohibited on all property owned by the Emerald Lake Village District (“District”) and all public beaches in the District; including, but not limited to Eastman, Meetinghouse, Emerald, and Hummingbird Beach.

This ordinance may be enforced by any sworn law enforcement officer that has jurisdiction. First offense: $100.00 fine; second offense: $250.00 fine. Any violation may be subject to other fines and/or penalties as provided by state or local laws, rules, and ordinances. Any fireworks used in violation of this ordinance are subject to confiscation pursuant to RSA 160-C:5.

This ordinance is adopted pursuant to the authority set forth in RSA 31:39-d (Local Ordinance Citations); RSA 41:11-a (Town and District Property) and RSA 52:8 (Authority of District Commissioners); and RSA 160-C:6 and 11 (Prohibition of Fireworks Displays).

This ordinance shall supersede Section 3.16 of the ELVD “Beach and Lake Rules and Regulations” which reads as follows:

3.16 Fireworks permissible by law are allowed to be used on the beaches but only during hours after dark although no later than 10:30 pm; and must be set off only under safe conditions away from trees or flammable materials with access to water in case of fire, and with sufficient adult persons present to supervise and prevent any damage or danger to others. All trash, packaging and remnants of spent fireworks must be removed after use.

This ordinance shall be effective on April 21, 2023.

EMERALD LAKE VILLAGE DISTRICT SUPERVISORS OF THE CHECKLIST

APRIL 11, 2023 6:00- 6:30 PM

The Hillsboro Supervisors of the checklist will be in session April 11, 2023, from 6:00 – 6:30 PM for the purpose of adding to and making corrections to the checklist at the ELVD office, 147 W. Main St., Hillsborough, NH. If your primary domicile is in the ELVD district, and you are not registered, please bring a photo ID, proof of residency, and proof of citizenship. You may also change your party, your name, address, or drivers license number in order to correct records.

OFFICE OPEN FOR RECEIVING ABSENTEE BALLOTS

APRIL 17, 2023 3:00 - 5:00 PM

The district office shall be open to receive applications for absentee ballots, to provide voters the opportunity to complete absentee ballots, and to receive returned ballots on Monday, April 17, 2023 from 3:00 to 5:00 p.m. at the ELVD office, 147 W. Main St., Hillsborough, NH. [RSA 657:1, II (c) ] This is the last day for accepting absentee ballots if unable to attend the Annual Meeting on April 22, 2023. To turn one in prior to April 17, email clerk@elvdnh.com for an application.
